Because of territorial disputes and maritime jurisdictional conflicts in the South China Sea (SCS), particularly in the maritime domain known by the Philippine government as the West Philippine Sea (WPS), China and the Philippines are facing enormous difficulties in their bilateral relations. Geopolitical issues, especially against the backdrop of the growing major power rivalry between the United States and China, are exacerbating perennial challenges in Philippines-China relations. But opportunities from multilateral initiatives, like the United Nations Convention on the Law of the Seas (UNCLOS) and the Treaty of Amity and Cooperation (TAC) in Southeast Asia advanced by the Association of Southeast Asian Nations (ASEAN), provide options for peace in the SCS region and beyond.
