This book offers a comprehensive and in-depth exploration of modern Situation Centers (SCs) — essential components of national security infrastructure. The authors thoroughly examine both the architectural and technical foundations of SCs, as well as their strategic role in decision-making processes. Special emphasis is placed on the integration of big data, artificial intelligence, and cognitive technologies, along with cybersecurity issues and resilience to external threats.
Dedicated chapters cover military applications of SCs, modeling and simulation, human-AI interaction, and future-focused developments such as quantum computing and virtual situation centers. The book is logically structured and enriched with real-world examples, a glossary, and recommended reading, making it a valuable resource for professionals in security, digital technologies, and public administration.
This publication will be of interest to both experts and general readers seeking insights into the future of digital security and advanced technologies.

Anatolii Alekseevich Morozov is a Doctor of Technical Sciences, professor, and academician of the National Academy of Sciences of Ukraine, and a leading expert in cybernetics and situational management. Under Academician Glushkov, he helped develop automated control systems, the Mission Control Center, and the “Rada” system. He is the author of over 300 scientific works and recipient of multiple USSR and Ukrainian state awards.

Vitalii Aleksandrovych Yashchenko is a Candidate of Technical Sciences and a researcher in the field of intelligent information technologies, neuro-like systems, and cognitive computing. He has worked at the National Academy of Sciences of Ukraine since 1974, closely collaborating with Academician Morozov. He is the author of over 100 publications and 23 inventions. Yashchenko is the creator of a new type of neural network — multidimensional receptor-effector neuro-like growing networks — which demonstrate powerful capabilities for self-learning, adaptation, and efficient processing of complex structured data, similar to biological neural networks in the brain.
